Casual but not sloppy. It is warm in Houston but tank tops are not for nice air conditioned restaurants.

At lunch it is casual. In the evening it is both. So, no, it is not "dressy".

Either should be fine. In summer people are quite casual. I wore smart casual.
It's business casual to dressy. Depends on what you define as business casual. 😆
