You can keep your dog on a leash, but as others have said, be aware of the other dogs, and remember that it is also a place for horses. There are dog parks in Ross and North Park where you can let your dog off leash to run with the pack!
No they do not have to be off , just be careful leash aggression is a real thing when other dogs aren't on one
