Registration always happens in the area of the test. I suggest parking in the attached Garage A (it's free, and valet isn't open that early) and walk down to the main entrance. Then check at the Welcome Desk and they can give you exact directions to where you need to go, and take you there if you need.
Valet parking doesn’t start until 7 am but the parking garage is right by the main entrance.
