Kings County Animal Control lets you spay/neuter cats for $25 per cat. This includes a rabies vaccination. You need to trap and bring in the cat yourself, so I suggest contacting Diane Dunbar (VP of the Visalia Feral Cat Coalition) and asking her to borrow a few of her traps for free.
