R there plans for an on-site hotel in the near future?

I think they are trying to lure people to stay downtown. So probably not.

Logic and economics says yes.

There are no plans for one as they havethree hotels in downtown Toledo and one on the East side near the Casino

Yes they are building one across the street.

I am not certain myself though I did not see where one could be placed at on site
