Do I have to get permission to have a event here, or is it a open park?

Anything over 20 people requires a permit. Parks and recreation will have the site ready for you.

Yes you'll need a permit and just so you know the park is now fenced in and there is no vehicular traffic allowed in the park....you'll have to come early and lug your grills and tables to the area you have reserved. Also the people who live across the street from the park will appreciate it if you're having a dj for your picnic to adhere to the park rules and have the music end by 7pm.
