As salaam alaykum , there's a sister I know who wants to get married ,she said the brother is incarcerated. She asked if this masjid can appoint her a wali and assist her a phone marriage to the incarcerated brother?

Wa Alaykum Salaam Wa Rahmatuallah Wa Barakatuh. From my understanding the phone marriages are either not liked or valid and Allah knows best. It is from those who may deceive the other person and Allah knows best what those deceptions are. I would contact the dawah center and state EVERY detail clearly to the one of the brothers who handles the marrital affairs. May Allah give you good in this life and the next Allahumma Ameen

Wa laikum Salaam, yes you need to call the Masjid or visit one of the brothers in charge of the women's affairs at the bookstore 1 block north of the Masjid. FYI as long as the conditions are met over the phone marriages are valid.
