If the toddler is content simply jumping and there aren't too many big kids it would be good for toddler. Other than that it's not geared toward smaller kids. I'd say more like 4 yrs and up.
My answer is "not really." I'm not saying it isnt. But there's a lot of big kid stuff. You could supervise a toddler and I think it would be okay.
