Hopefully you were able to get help before now, but when this happened to me I took my birth certificate in, and the social security office was able to give me a letter stating my ssn, which I took to the dmv to get a license, and then I took the license in to get a new social security card.
Your birth certificate is not ID. It just shows you were born. And in most cases anyone can purchase your BC. State ID or passport. Sorry you just need to find a way to get your ID
