How about no dogs in the mall, because it is a MALL not a dog park. Some folks have severe allergies and can't be around dogs. Some dogs don't do well in public, and someone could get hurt, inviting all kinds of lawsuits. Dogs don't belong in public places, especially enclosed areas like a mall.
