As long as you are active military, retired military, and veterans, you can shop there. It's not open to the public like Walmart. If you work there you can shop. Civilians with a CAC card can shop at the BX/ PX

Per their website, "[Covid] Restriction is  lifted, visitors are allowed." If you're at Fort Gordon with a visitor pass or with a DEERS card, you ought to be able to shop there normally. It's basically like walmart.
