I saw a group of developmentally delayed adults there a few weeks ago prob 20 or more having a blast.
For putt putt, alot of the arcade games are broken and dont give the tickets so it might be frustrating.

I think so, there was another family there at the time we were there with a developmentally delayed adult and they appeared to be having a good time.
If light and sounds don't bother them. The arcade can be loud and bright.
