Not sure what you mean by complete, so I'll answer according to what I know about this store. The grocery section compares with the local walmart. This target tends to have have fewer brand selections than Walmart, but you can generally find healthier / more unusual products. It has a deli, bakery, meat, dairy, and frozen section, along with the other aisles you expect to find in a grocery store. I don't know how it compares to a Super Target, maybe it is one. Oddly after all these years I don't pay attention anymore. I can get all of my basic grocery shopping done here. If I need a specific brand and type I generally go to Kroger or ingles first, unless the product is popular. (Like if I want an entire aisle dedicated to cereal.) If I want an unusual produce item then I go here, before Publix and maybe Ingles. (ex: I have found aloe leaves at this Target.) So it depends on what you're looking for. All basic grocery shopping can be done here, and everything else varies.
Yes, there's a full grocery side
Only the SuperTargets have a full grocery. Anything built after 2005 has expanded dairy, frozen and grocery but not a full service bakery, meat, produce and deli. Only a minimum presentation of meat and produce.
I'm not sure of your definition of complete, but they do have a grocery side.
