Regional sales flyers will probably be the same over the West Coast. .. but local clearance items and local sale things that would be left to a store managers discretion would vary from neighborhood to neighborhood depending upon demographics. I'm often shocked just going from one store to another within a few blocks! Stock, especially, can vary widely depending upon the (perceived) needs of that local demographic. So, while the sale items may be the same, availability may vary for that reason.

Sunday circular sale prices are same between stores. AZ & CA circulars seem to be same. Clearance sales vary by store and I tend to think the ones in CA are better deals usually then the AZ ones, possibly due to income disparities or perhaps availability.

I'm not positive but because it is a chain retailer the process for sale items should be the same

No sales are based on region. Prices and participation will vary. And clearance prices are completely local. A clearance item might be different prices at different locations or mint not be discontinued at one store. From store to store selection is slightly different but the items in an ad will be at all stores
