Rosemary, that is correct - there is no charge to enjoy the property and watch those tubing. The only fee is for the lift tickets (or concessions if you are hungry!).
No. People using the tubing hill get a lift ticket that fastens to their jacket zipper like at a ski hill. Spectators can stand at the base.
