It's national forest, so there is nothing stopping you from camping there. But if I remember correctly the gates are closed this time of year and they don't do any snow removal so you will have to pack in. You should call the local forest service office for more detailed information. (307) 745-2300
There are some out of National Park camping areas. Dry camping only, extremely cold, little protection from elements.
