You can also park at L'Enfant Plaza and walk down the new stairs connecting to the Wharf.
As a neighborhood resident i can assure you that street parking is extremely limited in all of SW DC. There are a few other garages in the area that you can find like on 4th st under Safeway. Metro or ride service is by far the best way to go about it.
Technically yes, practically no. There is garage parking under the wharf though.
