You should call them or the SPCA.
Last Chance is a No Kill shelter with an Animal Hospital on location & lots of dedicated volunteers. Majority of animals that find their way there are rescues from horrible conditions or from other kill shelters and are being rehabilitated before they continue on to their forever homes. They even take pets from bad situations in other states. I've been there and although conditions are cramped and not ideal for any animal, I couldn't find anything wrong, other then my broken heart. But if you believe someone there is abusing or neglecting an animal or multiple animals, you should contact the director/manager to find out the situation of the animals in question and if their answer isn't good enough, then contact the ASPCA or the police. It would be horrible to accuse such a dedicated org of animal cruelty, if nothing was wrong OR on the other hand, to not follow through if you believe there is something bad going on. A call or 2 should clear things up.
Not sure where this is coming from, all of my dealings with last chance have been above board. What you may be forgetting is the are rescue animals that may need medical attention when they arrive this is why there is a hospital on site. Please be sure the animals are being mistreated before you send the SPCA.
