Based on Maryland.gov "Relic Collecting, Treasure Hunting, and Use of Metal Detectors" https://dnr.maryland.gov/publiclands/Pages/MetalDetecting.aspx Special permits are needed. For the person detecting as a hobby thw answer is no.
