Caregivers are covered through insurance, not through a state program. My children have NM medicaid through Presbyterian and have disabilities. Their caregivers come from a local agency who bills medicaid for services. Your first step would be to apply for state medicaid or Medicare, whatever your cousin qualifies for. Then contact your care coordinator (you may have to ask for one from the insurance) and request to be evaluated for caregiving benefits. They will let you know what it takes to qualify. Then you pick a caregiver agency from the list they give you, and apply to work there as your cousins caregiver.
