I think to save money the busing of the tables is done randomly by the serving staff.

It's cheap food that you can eat as much as you want, you can survive a few dirty dishes.

Also, a wash cloth in sanitizer water is the standard wipe down method for almost all fastfood restaurants, sit down ones as well I believe. Assuming regular changing and temping of the water (typically there's a timer or a tag) it's deemed safe by the health department.
