It is possible if you manage your time and your plans. If you want to visit some of the major attractions of Manhattan, the best way is by taxi. I paid 60 dollars and I visited several places for 4h.
It takes about an hour to leave the airport, then about an hour to get there. The reverse is 3 hours, minimum, so best case you would be there for an hour or so. The answer is that it is technically possible, but it is not a good idea.
