Found 2 dogs, is there a charge for leaving them at the shelter ?

No theirs not at least the last time i turned in a dog there wasn't. The original owner will most likely have to pay a fee

Its better if you call. They can charge you. Call them and tell them they are found dogs/ stray's

If they are stray, you will not be charged. You can either bring them to the shelter or call them to pick up the dogs. Give the officers as much information as you can.

Im pretty sure not but you should try giving them some water before bringing them to the shelter. Hope that helps!
