Walking around and outside patios yes. Inside , I have never seen any.
There are so many stores there and each one is going to have a different policy. The common outside area I have seen dogs. You may want to check with the store you want to visit.
Service dogs in all stores. PetSmart yes. All outdoor areas no problem.

Dogs are allowed in pet smart but only if they are leashed. And muzzled and well behaved. Tempe marketplace is an outdoor mall. The stores are inside each individual building and dogs are not allowed unless they are service dogs and well behaved. Better to leave them at home though.
