I applied for my newborn baby the father wasn’t in the country therefore I had him fill out the authorization form and ship it to me. He had the form stamped by a notary. I was then told the stamp had to be from the embassy of the usa is that true

Yes. You must notarize all offical papers from US embassy. Father in your case.
