Call Calvert county government or parks and rec. Ask about Dunkirk park and you can reserve on of the covered picnic areas at no charge I did this for my daughter's birthday party.

No,...but there is a public park near by that has a nice picnic area,playground and tennis,Basketball courts,there is also an area for skateboarding too.
