Is the dog sick or aggressive? If u want the dog If I were you I would 1st check website for adoption options if not seen I would go to the pla event and talk with someone.
Who said they were going to put him down? And if the dog is here than go to Dallas Animal Services website and see if he is up for adoption or call up here.
