The folks that deliver your washer are NOT responsible to "test" your items for "condition of its working order". It should be, if you purchased it from Lowe's "inside" show floor, a brand new washer (unless a display model and those are most undoubtedly still unused or un-operated). They are NOT qualified (trained nor should they) or responsible to install your item UNLESS installation is offered and you PURCHASE that option (they usually offer this option) and NO, they are NOT required to test it NOR should they (they are not required and should NOT due to INSURANCE regulations, LOWE'S provider of company coverage underwriters state "DO NOT DO THIS" in so many words or Lowe's would NOT have coverage for actual "COVERED" or "legitimate" employee accidents when they are following said provider's stipulations. So, in other words " That AIN'T their responsibility" so if it doesn't work after your "purchased option" for them to hook it up or free option if INCLUDED, look to the warranty
