I've been calling and calling none stop every other day to get an answer from a manager or a lying receptionist, 3 times have I been promised a call back and never received a call from them. What's going on? It's been months

I would suggest visiting the office if you can,since you mentioned it's been months. Their phone system isn't the best but I managed to get thru and speak with whoever was handling my case
