Thats nothing new,i know several people that live in that building and they are infested too ,housing authority claims they only have so much money for treatments like that ,and the only way your gonna get rid of the bed bugs is by moving,i heard that they in the next year are relocating everyone from the ottawa building into other sites and rehab the building for apartments ,good luck ,but i would run for my life!
