Yes it’s handicap accessible
See my post's pictures, I have seating shown. There two rows of tables and chairs on each side of boats cabin. You can stand in the front or back of the boat. They serve drinks and snacks. There is also a bathroom on board. I suggest calling ahead if you have any special seating needs. They are very nice people and my family had a fun time on the tour.
Seating is inside and is where you can beat hear the narration. You can stand outside in the front or back if you want a better view and don't care as much about the commentary.
They have plenty of seats,I spent most of the time standing outside in the front.
