Yes for 90 minutes. Make sure to take the ticket you got from the machine with you inside so that a Sprout's cashier can validate the parking for you and you won't have to pay for that on the way out.
You get 90 minutes if you get validates at Petsmart, Target, Sprint, or Sprout's. It isn't cheap without validation or if you exceed the time limit.
Yes it ia free at target or sprouts. After you purchase something they will let you waive it. I think you have an hour and a half or something like that.
