If a fire alarm has been going off for over an hour and my neighbors (from the sound where it’s coming from are being completely un responsive) would it be in appropriate to call the fire department it’s cheeping a three LOUD beep every 2 minutes?

That's a typical dead battery chirp. It is definitely annoying, intentionally annoying. Hopefully for your sake it'll annoy them enough to get them to do something about. That being said, if you have any real concern for safety go ahead and call.
