You would go to Register of Wills. Just hit LL in elevator, make a right out of the elevator, and the office is at the end of the hall on your right. As for length of time, that would vary, but the ladies in the office should be able to help you with any questions.
Depends on the number of other people wanting services too. The Courthouse does have free parking, if you're willing to walk ....
