There are a few places within sight that are free, but they fill up quickly, the bank across the street is one of them, just don't block the ATM access.

If you don't mind the walk down the stairs the little shopping plaza to the left of The Basement East. Go into the open parking area (not the covered, it's crazy but it's more expensive) behind the plaza in my experience it's cheapest besides trying to fight everyone else and score a free spot by having to get there hours early good luck :)
Theres a parking area there. Its maybe 20.00 for the night.
