Is this only for OUTGOING tickets? Because I noticed when you ARRIVE to JFK, the Flagship Lounge is located at a different building across the tarmac. The only lounge for ARRIVALS is ADMIRALS club

Outgoing flights,yes

It depends on what you are doing. If you are connecting and qualify, you can use the Flagship Lounge. If you are arriving from an international location and are connecting and qualify, you can use the Flagship Lounge. You usually cannot use lounges on arrival at your final destination (though I believe full Admiral Club members can).
