What accounts for the plummeting prices on these condos? Does management keep up with their maintenance responsibilities?

I deliver the Hartford Courant and the Wall Street Journal to this building and it seems to still be in good shape. I don't know how old the building is but it still looks good from the inside of the corridors and in the front entrance going into the building. It all still seem to look great and the maintenance seems to keep up their responsibilities as far as I can see
