Depends on the event. Some events you can bring in just about anything, and others you can't even bring in water. A lot depends on how much of the overhead cost of the event is being eaten by the food/beverage vendors. The more cost they assume for bringing the event to town, the lower the ticket prices, usually. In that scenario, the vendors plan to recoup that in the profits with food and drink sales. Always check with the rules of the particular event.
