No, you can park in Handicapped, but you still pay to get thru the gate unless you have a park pass

I have been numerous times and have not had to pay with my handicapped sign. Have they changed this rule recently?

Parking is per vehicle. If you have a County Park pass parking is free.

Parking is $15

Parking is very reasonable, if you can find a spot. No free handicap parking and be careful. A Friend of mine came out to a boot on her car Memorial Day weekend.

I do not believe so. The fee may be reduced but I couldn't find anything specific on their website. It is $10.00 to park all day at the county park Monday through Friday and Saturday and Sunday it is $15.00. Other parking along Ocean Boulevard is metered parking per hour. If you go to the county park on the weekend I suggest arriving at opening time to get a good spot. It fills up very fast but it is gated and secure which is why I like parking there. It's an Awesome place to visit!

No. Parking will still costs even if you have a handicap pass.

Entry to the parking lot costs, based on vehicle type, not whether you have a handicap tag.
