Have a job fair, check their references, ask them how long they been on their job and what they did and did not like about it.Explain what the job is all about thoroughly to the chosen candidates and give them a list of job requirements that they are required to do, and give them a thorough job tour before the hiring process. This would give the candidates a choice as to whether or not they would be interested in this position and would also save an employer paperwork and lots of fees spent.
