Is this the same bookstore where Trover's use to be years ago? I remembered there was bookstore with that name twenty years ago when I worked on the Hill.

No. Trovers was in the middle of the 200 block of Penn Ave SE. Think it's now a satelite office of a plutocrat lobby. East City is on the 600 block. Worth a visit, tho different vibe than Trover's.
