I can guarantee that unfortunately, yes, Petco more than likely gets their stock from mills. The larger chains all get stocked from mills as local breeders don't have the ability to keep up with demand unless they are also a mill.
Cats no, everything else I'm not sure.
Cats i know they get from the humane society, they dont have dogs.. not sure about the reptiles, birds or fish.
