They probably can, however it probably isn't worth tuning a 4 cyl. Camry. Not from a numbers perspective. Not going to receive much bang for your buck...
I don't want to put words in their mouth but I'd say it is highly unlikely. You will need a full standalone ECU because the piggyback units have issues with the Toyota ECU not cooperating reliably. At least this is what I was told when trying to get a tune for a 2012 Scion tC (2AR-FE engine from the Camry). Good luck if you pursue it, though!
