they've never asked me for income verification. They just ask you to bring i.d. and a bill to prove address

Yes you do need proof of income to see if you qualify. Along with a driver's license or state id & bill to prove address.
Yes, you have to be low income. If you receive food stamps or housing assistance more than likely you'd qualify. You could still qualify based on the number of dependents.
