Anyone can call the police at any time regarding VERY loud noises. As long as the noise creates a "nuisance" to your neighbors, it can be addressed with a police report that could result in an ordinance violation and the payment of a fine. Moreover, you can be sued in civil court by someone impacted by your nuicanse, whether it is related to noise pollution or otherwise.
Curfew hours in Palatine from what I understand are after 11pm, depending on the noise you are able to call for a noise complaint.
