Will this dispensary be available for recreational use when legalization has passed?

I dont believe anyone can answer that question, really not sure what the laws are going to be. But I'm pretty sure that would remain separate.

As a current Curaleaf patient I expect that Curaleaf will still be in operation and will thrive.

That's a question for government bureaucrat to answer. We all wouldn't know for sure since it's still illegal for recreation.
