You resive it at city hall and they can give you better date time
I would think the park closes at dusk...there might be a sign by the parking lot as you're walking in...I'm not sure though...but yeah, what Chad said...call City of Hornell. They'd be able to give you all the information.
Not sure I would think if you could rent it there would be a number posted at the pavilion or you could always call the city of Hornell as far as busy park seems to get really busy as soon as worm weather comes
