There are occasional charter flights for the local college teams going to and from games at other schools. You may have seen a visiting team departing. If they turned off the normal northbound departure path it was likely to accommodate other air traffic in the area.
FAA has sole jurisdiction on airspace. It is always the pilot's discretion for takeoffs and landings as the value over life precedes any other concerns. Additionally, heights for takeoffs and landings of these 737s were well within the restrictions set by the FAA.
