Can I take the "Lake" Red Line to "washington" stop and transfer to blue line to o'hare?

YES. There is a direct blue to red transfer at lake.

Get off at lake, walk 2 blocks west and catch Blue at clark & lake (in the Thompson Center). Shave time off your trip. Or do as Darrell suggested.

No go to Jackson on the red to get to blue
