They give probably 24 hours or a little more for $10 but they will charge you $10 for each period. You pay when you leave but even if you prepay you won't be able to get out of the lot because the arm won't raise until you revalidate your ticket.
No when you leave
You can pay for your parking in advance or when you return. The white is for parking and the yellow strip ticket is for the bus. Hold on to your ticket. No need to display it on the dash. You just need it to exit the lot.
